In 2022, the City of Weyburn began developing the foundations for a new strategic plan. A new vision and mission were created:

Vision: A community for all.

Mission: Growing through opportunity.

Weyburn City Council has also established the following strategic objectives (areas of focus):
• Economy
• Growth
• Community
• Governance

In review of the 2023 budget process, Council requested further public input in the preliminary planning stages for the 2024 municipal budget.

The City was gathering input from the community through this survey to review its objectives, to ensure they are on target for the broader community. Input on budget will give valuable feedback on the services, programs and projects that matter to the community.

This information will help Council and administration develop approaches that will guide the actions and directions of the City through its budget and final strategic plan.

The citizen survey was a digital opportunity for residents and business owners in Weyburn to share what is important to them in how the City invests tax dollars and plans for the future of our community.

The survey ran May 29 to June 16, 2023. The survey is now closed.

Input collected was reported to Council at its regular scheduled meeting at 6 p.m. on August 14.

On Oct. 11, City Council had first reading of Bylaw No. 2022-3449, The Keeping of Bees in the City of Weyburn, at it’s regular meeting in Council Chambers.

Key points in the bylaw include:
– Require a beekeeping license which is to be renewed annually
– Allows for beekeeping on single and semi-detached residential properties
– Enforcement of beekeeping performed by Bylaw Officer

The City has seen several inquiries over the past couple years regarding whether the City allows for beekeeping. One of the interested parties has submitted a request that the City implement a bylaw to regulate the keeping of bees in city limits.

City Council requested that Administration explore the possibility of a beekeeping bylaw since none of the City’s current bylaws mention regulations for keeping of bees.

The City is giving residents the opportunity to speak about what a beekeeping bylaw would mean to them and to ask questions.

This feedback may be taken into consideration when the Beekeeping Bylaw comes before City Council at its Nov. 14 regular meeting. Comments must be submitted by end of day on Nov. 4.

At the Oct. 24 City Council meeting, the City of Weyburn proposed a 10.34% increase in taxes for the 2023 municipal budget. This percentage equals out to a proposed increase of $991,988 in revenue, distributed as follows:

Public input is part of the municipal decision-making process. Public input during decisions is valuable to a municipality because:

1. It leads to greater satisfaction and better relationships with citizens.

2. It reduces complaints and concerns that arise late in the process and cause expensive delays and responses.

3. It leads to better solutions.

The City is giving residents the opportunity to speak about what an increase in taxes would mean to them and to ask questions.

This feedback may be taken into consideration by City Council during final deliberations on the budget. Input received from the public through the website will be provided to Council at the Nov. 28, 2022 Council meeting.
