The budget serves as an outline for how money that comes into the City of Weyburn should be spent to maintain and improve the city.
At Monday’s Council meeting, the City of Weyburn proposed a 10.34% increase in taxes for the 2023 municipal budget. This percentage equals out to a proposed increase of $991,988 in revenue, distributed as follows:

Tax Tools
Tax tools are a mechanism allowing City Council to redistribute the cost of public services within its tax base. Tax tools may only be applied to municipal property taxes.
Municipalities have three tax tools that can be used individually or in combinations: mill rate factors, minimum tax and base tax. The City of Weyburn uses mill rates and base tax.
Municipal mill rates are determined when the City calculates how much property tax revenue is needed for operating and capital costs for the year.
A base tax will lower the tax rate reducing the difference in property taxes between lower and higher assessed properties.
2023 Tax Revenue
• Mill rate increase for general operations $353,068
• Mill rate increase for emergency services $259,570
• Base tax increase for emergency services $379,350 ($90 increase in base tax)
Public Input
The City of Weyburn is inviting residents to engage with us on the 2023 annual municipal budget. We are looking for feedback on the preliminary budget presented to Council on Oct. 24. Public input will be open from Oct. 25 – Nov. 18, 2022.
Timeline
Monday’s proposal by the City of Weyburn, is a preliminary budget. Further budget deliberations will take place at the scheduled Council meeting on Nov. 28.
Delegations may appear before City Council at this meeting and public input will be discussed. Learn more here.
Final budget approval by City Council is slated for the Dec. 12 regularly scheduled Council meeting.
